The San Diego Community College District is facing a chilling problem of ghost students—scammers applying for financial aid under real students' names. Nearly half of the applications for the year 2025 have been flagged as fraudulent! Many students won't know they've been scammed until years later, when they check their credit reports and find loans tied to a school they never attended. It's reminiscent of a horror movie twist, but unfortunately for many, this is very real.

After the pandemic, the scams increased dramatically, with nationwide figures revealing over 30% of applications were fraudulent in 2024, and San Diego's district topped that at 43% in 2025. Although the district managed to recover over $9 million in fraudulent aid, they still issued over a million to scammers this year. There's hope on the horizon, as measures will be put in place to ensure identity verification, helping to deter these ghostly fraudsters in the future.
